[OpenAFS-Doc] directory substitution in man pages

In the manpages/README, Russ mentions having the man page generation
automatically use the path variables from autoconf. What plans have been
discussed about this? Is there a preference of tool to use?

This is already done for the man pages. See install-man. It isn't done
for the HTML pages, though.
