[OpenAFS-Doc] vos convertROtoRW man page

I noticed that a man page change was submitted that states that vos
convertROtoRW only works on namei servers. I believe that there was a
recent change that allows this to also work on inode:
http://www.openafs.org/cgi-bin/wdelta/MAIN/inode-convert-ro-to-rw-20071113

However, I'm not sure if that change is in 1.4.5 or if it will be in
1.4.6.
